The environmental protection supervision situation has become stricter, many paper companies have withdrawn from the market, and the number of loss-making enterprises in the industry has increased significantly.

With the continuous deepening of environmental protection in the country, heavy polluting papermaking enterprises have become the focus of attention. Local governments have introduced corresponding management measures to ensure the smooth retreat of heavily polluting enterprises. Among them, papermaking pollution control in the two major paper-making provinces of Zhejiang and Hunan has entered a crucial stage.

According to the planning of Zhejiang Province, the papermaking city of Fuyang, from the beginning of 2018 to the present, Fuyang has at least 21 paper companies completely shut down, including many paper mills and other enterprises under the original Yongzheng Holdings, the total capacity of shutdown is about 195 Ten thousand tons. According to statistics, since 2005, six rounds of backward production capacity of papermaking have been implemented. In the six rounds, a total of 553 production lines of 343 papermaking enterprises were eliminated, and the papermaking capacity was reduced by 6.17 million tons.

Hunan Yiyang District encourages paper-making enterprises to withdraw in 2018; Hunan Dongting Lake District paper-making enterprises to withdraw from the implementation plan requires the completion of pulp and paper production capacity before the end of 2019; Hunan Changde will completely withdraw paper production capacity in 2019.

Under the influence of a series of national environmental protection policies, the competitiveness of China's papermaking leading enterprises has increased, and the concentration of paper industry has been continuously improved. In the first half of 2018, the number of enterprises above designated size increased rapidly, from 6,681 at the end of 2017 to 6,650, and 56 in the first half of the year. This is the fastest growth year for China's paper industry since 2013.

At the same time, the cost increase brought by environmental protection policies has also led to a rapid increase in the number of loss-making enterprises in the industry. Statistics from the National Bureau of Statistics show that the number of loss-making enterprises of paper and paper products above the size of 2018 increased from 677 at the end of 2017 to the current 1139, and the number of loss-making enterprises increased by 322 in half a year.

The loss from January to June 2018 reached 3.9 billion, an increase of 47.73% over the same period of the previous year. It is close to the comprehensive level in 2017, and China's papermaking enterprises are facing a severe test.

The problem of raw materials is a key factor in the survival of papermaking enterprises. Domestic papermaking leading enterprises are actively seeking new ways.

The increase in the loss of papermaking enterprises is related to the increase in raw material costs in China's paper industry and the increase in investment in environmental protection. In June 2018, the State Council issued “Strive to achieve zero import of solid waste before the end of 2020”, which undoubtedly brought new pressure on China's papermaking enterprises. Waste paper from the limit to the "zero import" directly affects the raw material acquisition of China's paper companies. As an irreversible factor, environmental protection investment has basically the same impact on all enterprises in the industry. How to effectively solve the problem of raw materials has become a key factor affecting the survival of enterprises.

In fact, many paper mills in China have already realized this problem and have tried and explored it at various levels. At present, the paper mill's response measures are mainly divided into three categories:

1. Competition on the national waste supply channel;

2. Looking for a fiber alternative;

3. Launch new production capacity in overseas markets.

With the further increase in the concentration of the corrugated paper industry in the box, domestic waste paper recyclers are more inclined to cooperate with large paper mills with stable price pricing systems and large demand. At the same time, paper companies are also actively looking for fiber replacement solutions. According to reports, paper mills have made some attempts to find fiber replacement solutions. For example, Shandong Sun Paper plans to put two semi-chemical pulp lines in 2018, using wood chips and wood chips as raw materials to replace some of the waste paper pulp demand. In addition, some paper mills are trying to invest in the construction of waste paper pulp board production lines in overseas markets.

In addition, with the continuous improvement of waste paper import requirements, the quality requirements of waste paper imports are higher, and the risk of return shipments is also growing. In this context, some domestic leading paper companies have launched new production capacity in overseas markets, enjoying the advantages of low cost and artificial low cost of overseas fiber.

In this environmental protection campaign, papermaking leading enterprises have taken a greater advantage in any aspect, and the market share of large enterprises will be further enhanced, and the industry concentration will be further enhanced.
