In the past ten years, that is, during the period of the national "Eighth Five-Year Plan" and "Ninth Five-Year Plan" period, China's publishing and printing industry has continued to develop rapidly. It has opened up a vast market for the paper industry. By the end of last year, there were more than 180,000 printing companies of all types in China (not including printing sites within the company), employing 1.75 million people. The total industrial output value of the printing industry has increased from nearly RMB 40 billion in 1995-1996 to the current RMB 60-70 billion. The publishing and printing industry is divided into three categories: packaging and decoration printing, book printing, and newspaper printing. At present, China has formed a printing industry system with complete categories, multiple services, and complete integrity; it has a large number of companies, a wide distribution, and a diversified range of operations (mostly concurrent publications, packaging, and other printed products); Diversification (collective, individual, and private enterprises account for the vast majority in number) and so on. In the past 10 years, in the publishing and printing industry in China, the volume of paper used for newspaper printing has grown the most. In 1998, it increased by 17.4% from the previous year. If compared with 1995 (the “Eighth Five-Year Plan” period) and 1990 (the “Seventh Five-Year Plan” period), it increased by 56.4% and 136% respectively. In 1998, a total of 99.35 billion sheets of prints (including newspapers, books, and periodicals) were printed and printed throughout the country, an increase of 10.8% over the previous year, and an increase of 36.62% and 114.35% respectively compared with 1995 and 1990.
The overall requirements for the "Ninth Five-year Plan" for the national publishing and printing industry must be synchronized with the pace of economic development and be compatible with the level of economic development. The average annual growth rate of the amount of newspapers, periodicals, and book publishing (general prints and total prints) remained at about 6%.

In the “Ninth Five-Year Plan”, the original print target for 2000 was 96.6 billion printed sheets. In fact, the index was broken in 1998, reaching 99.349 billion printed sheets. This is mainly due to the rapid growth of various newspapers across the country. In 1997, the total printed sheets printed by newspapers exceeded the targets set by the Ninth Five-Year Plan (45.4 billion pieces), reaching 45.98 billion.
According to the “Ninth Five-Year Plan” requirements of the publishing and printing industry, the photo-layout in 2000 should reach 90% of the total annual layout; the computer-based plate-making should achieve 95% of the total plate-making quantity; the offset-printed books and periodicals should reach 90% of the total annual print volume. . These indicators mark the level of scientific and technological progress and technological innovation of the publishing and printing industry during the Ninth Five-Year Plan period. The “National Symposium on the Cleanup and Reorganization of the Printing Industry” held last year required the resolute elimination of outdated processes and technologies and pollution-laden printing equipment. The meeting discussed the “Macro-adjustment Plan for Total Volume, Structure, and Layout of Printed Publications in 2000” and the “Outdated Printed Production Capacity, Process, and Equipment Catalog” and other documents. After the meeting, most provinces and municipalities have implemented it. In the first half of last year, the work of rectifying and rectifying the situation was completed, and conditions were created for the full completion of the "Ninth Five-Year Plan" for the development plan this year.
The rapid development of China's publishing and printing industry not only provides a vast market for the paper industry, but also requires the paper industry to continue to produce high-quality, low-cost printing paper of various types in order to meet the healthy development of the publishing and printing industry.
