From November 10th to 11th, the Central Third Ecological Environmental Protection Inspector Group conducted an on-site inspection of the comprehensive improvement project of the Weitan River in the Binhai Development Zone of Weifang City, Shandong Province. The inspection found that Weifang City and Binhai Development Zone did not carry out the work of controlling the source and intercepting the pollutants according to the requirements of the rectification plan, but mainly relied on the application of pesticides for pollution control. In the past year, the pollution control project costing more than 47 million rivers has basically not achieved results, and the surface rectification problem is outstanding.

â–  The water quality of the Weitan River is inferior in the V category for a long time

Weitan River is located in the west of Binhai Development Zone, Weifang City, Shandong Province. The total length of the river is 24.2km. The total drainage area is about 100km2. It belongs to the Mihe River system. It connects the Laohe River and the Mihe River. It flows from the west to the east and flows into the Bohai Sea. It is an important part of the Binhai Development Zone. The city's drainage and landscape rivers.

In recent years, due to the pollution of chemical enterprises and the lag of urban pipe network construction, the Weitan River has been seriously polluted. In addition, the daily supervision is weak, the river garbage is scattered, the smell is smouldering, the water quality is inferior in the V category for a long time, and the river water environment is basically lost. Features. In 2017, the Central Environmental Protection Inspector pointed out that the water quality of the rivers such as Mihe, Puhe, Weitan River and Weihe River in Weifang City was inferior to the V category all the year round, and the pollution was serious.

In response to the feedback problem, the Shandong Province rectification plan clearly proposed to continuously improve the water quality of the estuary of the Weitan River and implement the river ecological restoration project. Before the end of June 2018, complete the comprehensive management project of the Weitan River; before the end of 2018, ensure the realization of the Weitan River The river's water quality is up to standard and the inferior V water body is eliminated.

Weifang City's rectification plan is also clear. Before the end of June 2018, strengthen the standardized management of aquaculture in the fishery breeding area and rivers along the river bank, complete the comprehensive management project of the Weitan River; strengthen the sewage collection and treatment in the basin, and prevent direct discharge of sewage. The river channel will simultaneously promote the sewage treatment in the chemical park.

■ Governance “take shortcuts” and highlight pollution problems

Governance "take shortcuts", after the acceptance of water quality "return to the past." The inspector found that in the local investigation and cause analysis of the pollution source of the Weitan River, without sufficient research and argumentation, the company was entrusted to the relevant enterprises in March 2018, and the dam was built on the Weitan River to divide the river into several sections, and then the pharmacy was separately added. And aeration precipitation measures to control pollution. The construction period of the pollution control project is less than 4 months. In the case of short-term water quality improvement, the project will be accepted and approved in July 2018. However, there is no progress in the ecological restoration projects such as the wetland construction explicitly required by the Shandong Province rectification plan; the clear urban and rural sewage and sewage diversion reconstruction, the comprehensive inspection of the sewage inflow into the river, the purification of industrial materials in the river storage, and the dredging of the sediments. The sewage measures are progressing slowly.

The inspector also found that the water quality of the Weitan River was improved in the short-term after the "drug treatment", especially before and after the acceptance in July 2018, the water quality reached the V category, meeting the requirements of the rectification target. However, after August, the water quality began to deteriorate again, and it was unable to reach the standard stably. By the time of “looking back” in November, the inspector team conducted sampling and monitoring on 13 points along the line, and the water quality was inferior, and the ammonia nitrogen concentration reached the highest. 44.2mg / L, exceeding the standard 21 times. The degree of pollution has gradually returned to the level before the "drugs and pollution control", and the 47 million pollution control funds have not played their due role.

The amount of domestic sewage along the line is straight and the work is not strict. There are nearly 80,000 urban and rural residents along the Weitan River. The daily sewage is about 14,000 tons. Due to the imperfect sewage network, more than 10,000 tons of domestic sewage is discharged into the Weitan River every day. Moreover, the existing sewage pipe network is all combined with rain and sewage, and the sewage overflows with the rainwater in the rainy day. Since the first round of central environmental protection inspectors, the local authorities have not taken effective measures. Until this time, when they looked back, they began to formulate plans for the reconstruction of rainwater and sewage in the urban areas along the river. When the inspector team inspected the site, the sewage in the west section of the Luhai Road Bridge in the upstream was overflowing, and the relevant departments could only use the pump to extract the overflow sewage urgently.

In addition, the local area is about 8 km long upstream of the Weitan River, and the rivers are not checked for pollution sources and sewage outlets, and they have not been included in the river regulation. In the investigation of the sewage outfall into the river, only the sewage outlets in the visible range above the water surface of the Weitan River are inspected, and the sewage pipes under the water surface are not well investigated, and the work is not strict. During the “review”, the inspector team still found that there was a problem of smuggling sewage along the enterprises.

The chemical wastes stored on both banks of the river have serious environmental pollution. Weifang Haihua Group's alkali slag yard is adjacent to the Weitan River, and the rain and sewage diversion facilities are imperfect. The amount of alkali slag sewage is discharged into the river without treatment. In January 2016, the alkali slag yard suffered a dam break, and the amount of alkali slag entered the Weitan River, causing serious pollution. However, Haihua Group only cleared part of the alkali slag entering the river, and “turned a blind eye” to the alkali slag on both sides of the river. . For more than two years, the strong alkaline leaching water on both sides of the river has been discharged into the Weitan River for a long time, and the pollution problem is prominent. In addition, after the Shandong Shenzhou Chemical Company was banned, the amount of chemical waste was still stored in the open air next to the river, posing a potential environmental risk.

â–  Local party committees and governments pay insufficient attention to the supervision and rectification work

Weifang City Party Committee and Government paid insufficient attention to the supervision and rectification work, and failed to supervise the deployment of the Weitan River, resulting in the relevant problems not being effectively resolved. The Binhai Development Zone has made great efforts in the comprehensive improvement of the Weitan River. It is easy to evacuate. It does not fundamentally solve the pollution problem, and the work is not strict. The Agriculture, Forestry and Water Resources Administration of Weifang Binhai Development Zone relies only on “sprinkling drugs to control pollution” in the comprehensive improvement of the Weitan River. The surface is rectified, perfunctory, and waste of funds. The problem is outstanding.

The inspector team will further investigate and verify the relevant situation according to the requirements of “Looking Back”, and will be required to investigate and punish the local authorities for the existence of dereliction of duty.
