The US Consumer Product Safety Commission (CPSC) has published a Direct Final Rule (DFR) to modify the exemption for third-party phthalate testing requirements for seven types of plastics in children's toys and child care products. Unless opposition comments are received, the DFR will become effective on April 25, 2018. At the end of 2017, we have informed you that the US CPSC announced two final regulations related to the third-party testing of regulated phthalates and specific plastics in toys and child care products. The two final regulations contain the following provisions: Third-party testing requirements for 6 types of regulated phthalates [7] (16 CFR 1308) for 7 types of plastics are exempted, and the provisions came into effect in September 2017. Restrict the use of a total of 8 kinds of phthalates in children's toys and child care products [2] (16 CFR 1307). The final regulations for this phthalate will take effect on April 25, 2018. On January 26, 2018, the CPSC published a DFR (83 FR 3583 [3]) in the Federal Register to exempt eight types of regulated o-benzene from 7 types of plastics in the final phthalate regulations Third-party testing requirements for diformate. Unless an objection is received before February 26, 2018, the DFR will become effective on April 25, 2018. This date is consistent with the effective date of the final regulations for 8 phthalates.
